most places have these areas - they are loud, they are busy and they are dangerous . . . hence why pedestrians need to take more care when crossing the road than out on a country road

That said, anyone in a motor vehicle who strikes and kills a pedestrian in a crosswalk (as this one was reported to be) while speeding deserves prison.
