It's likely the chechens wouldn't negotiate either because what they really wanted was to kill. And referring to innocent children as collateral damage makes them sound like inanimate objects. It's alway the children who suffer. If this same senario played out in the US, there'd be hell to pay.

your right, any talking is for distracting and thats all, wheter there are civvilains in there or not, they will go ahead and take action so that it dose not happen to any more people.
