Violent Police Arrest

SAN DIEGO - A snippet of home video showing a violent struggle between a San Diego police officer and an allegedly drunk and belligerent soccer fan he was arresting at Qualcomm Stadium this week was under review by SDPD officials.

The 49-second tape, shows the lawman on the floor of a concourse area at the Mission Valley sports arena the previous evening, wrestling with 27-year-old David Rangel of San Diego.

The officer, whose name has not been released, at times used his arm to put Rangel in a chokehold from behind and finally shoved Rangel's head onto the concrete, causing a loud smacking sound when the side of the detainee's face and the palm of his hand hit the floor.

Rangel then stops struggling as the officer shouts, "Put you hands behind your fucking back!"

Following the arrest, the officer was evaluated for complaints of pain, and the suspect was treated for a cut above one of his eyes, SDPD Lt. Andra Brown said. Rangel was then booked on suspicion of battery on a peace officer and public drunkenness.

The neck hold the officer used against the suspect is known as a carotid restraint and is a safe compliance technique police are trained to use to subdue violent people, Assistant Chief Bob Kanaski told reporters.

Rangel and a companion were arrested after a fan at the Mexico vs. Venezuela soccer match reported that the two men were throwing food and other debris at spectators in the stands.

As of this morning, SDPD officials had not opened a formal investigation into the arrest, though they were reviewing the videotape to determine if such an inquiry might be warranted, Brown said.

i was there!!! i wasent filming but i saw it, it was at the mexico vs venezuela game in san diego california. the two guys had gotten in a fight earlier and were drinking, this was after the police had chased them down, pretty intense :P

resisting arrest is a tough situation because the officer or officers have to make decisions based on experience and knowledge from the academy. i dont know if the current situation warrants it or not because that will be determined by IA but i do know that in those types of situations you get an incredible jolt of adrenaline and thats easy to transfer into the arrest. police officers have to remain as level headed as possible during arrests of these sorts.

I have NO problem with an officer using force when a subject is resisting arrest. Comply with the officer and you will be handcuffed and put in a car. You resist and fight back you get what you deserve.

resist arrest and pay the price. even if you are wrongfully arrested just settle it in court and possibly get a payday.
