Yeah, I think fear of heights was definitely a factor. He was at least five stories high and that short branch-like fence wasn't going to do a lot to prevent him from falling over. Those cables in the other photo are part of an aerial gondola ride.

If my theory is correct, the tourist jumped in, created a water surge which traveled down a conduit to close a circuit and shock him, then water drained out of the conduit, opening the circuit so they could fish out the body.

The flaw with the above is that his wife reached in almost immediately, while the water was still surging, and wasn't shocked. I doubt that he was electrocuted at all. Did they do an autopsy? I doubt it.
