Both cop cars were speeding. Check the speed on the dash cam readout. The teens thought they had plenty of time to make the turn and they did use a turn lane. If the cops hadn't been speeding it would not of happened.

Lights and siren would do nothing. The teenagers were obviously not paying attention and turned right infront of the cop. Sure, the cop was speeding, but so what? Everyone speeds. There was no obstruction to their view of the cop car approaching. They didn't even brake, but the cop did. Probably texting or something.

They thought they had plenty of time because they weren't PAYING ATTENTION. The cops were speeding...YES. But, if the kids were PAYING ATTENTION they would not have turned in front. Teen driver's own fault.
