Also the wheels are not at the absolute front of the vehicle. My conclusion is he would have been hit 100% had he not moved out of the way.

I assume the woman was occupied with the other federal officer at her side window, so she maybe could not have seen the officer in front of her.

Same way that the officer could not have seen that she was turning her wheels away from him.
