The speeding rider was 100% at fault. Roads are posted so everybody, vehicles - bicycles - peds, can cross roads, make left turns, etc. without dying. Speeders make the roads deathtraps, but are the first to moan when somebody pulls out in front of them, timed for the posted speed limit. "But I had the right-of-way!"

Walking speed is about 3 mph, which is 4.4 fps. A mountain bike passing you at 10mph is 14.6 fps (3.3x faster). That's not even pedaling all out. So when a mountain bike passing you on a walking trail 2 feet from you, it seems fast because it's going over 3x your speed..
In other words, when a vehicle passes in front of stationary you, moving at even a "slow" road speed OFC it's going to seem fast, because relative to you, it literally is.
