I think that to cut their penis with a badly sharpened knive could be somehow proportional to a rape action, but not directly an execution. Anyway... who have they rape? a little kid or an adult man/woman, there is a difference... How have they rape him/her? To punch someone to "bend" someone is not the same as to have sex with a 14 years old girl, neither to rape someone who has being drug... So... at one time they may have. they hung innocent witches, so probably, however, it's the bloody judicial system that stops this, because even if they did do it, it would be held up in court on appeal for 15 years.
