There never is the right time, you just take the shot when your ready to take it. No question it was a hit as the guy was clearly the target bc he must have pissed somebody off by showing off.

No doubt he loved himself, a pretty lady walking in their, would have got his full attention, maybe he flirted with the wrong lady  ..who knows, but i think he never thought he was the target, a little to complient...

Yeah my thoughts,i expect he would have been trained in self-defence/martial arts being a cop,he could of kicked the guys hand/arm making him drop the gun,and then overpowered him...he had a few seconds to do so,but failed to take the initiative. The victim looked a muscular guy..R.I.P |

Looks like a definite headshot from the third pic. The shooter's body language when viewed from the second camera angle makes it seem like it's just another day at the office for him. Less than 16 seconds from start to finish looks like business to me.
