Police are trained to neutralize the threat. I don't think you understand how difficult it is to merely "disable" someone with a gun. Almost anywhere on the body can be lethal with gunshots, because of the incredible energy the bullet delivers to the soft tissues. The legs and arms still contain major arteries, and people can die in seconds from blood loss.

The moron in this video decided to advance threateningly on a cop after being warned many times not to. If the cop allows him to make contact, the suspect could take his weapon or disable him in some way.
