This is indeed fascinating, but it is not the best guillotine here in DR.
I'm sure I saw better one, which separated the head from the body complete. The guillotine was more sophisticated, heavier weight, and having sharp blade angle for improved results!

Just wandering why a person who want to commit suicide wanted to make it so complicated? If its an rented apartment, may be bringing all the materials and tools in plus making so much noise due to drilling, sawing, hammering etc is still ok but renting a hotel room to do it seems not possible. Furthermore, do you notice the similarity of the scene to the video below? In the video, the guy lay on the bathroom floor with his head on the chop board (which here is a plywood) get his head chop off by the "help" of another guy. May be because he saw this video and think that with his head being chop off by 1 stroke would die immediately with "no feeling of pain". Since there's no 1 going to help him chop off his head, he have to find a way to do it by his self. After thinking for while, this "device" came to his mind and he starts to built it him self. Due to the not enough weight load of the dumbbell and the "not so sharp" cooking stove cover plate, he might have added some cutting knife blades (can see a piece if the blade next to his head) at the end of the cooking stove cover plate but still can't cut off his head with 1 chopping action.

BTW, this guy design has fault where the chopping blade has to be slanted to an angle to have it "slice" the neck instead chopping down straight. Anyway, he did not cater for a space below the neck for the slanted blade to work.

I think he did some tests on himself before the final cut. Neck positioning etc.

A wee bit more of information:
