i have determined that the K that keeps popping up beside the L in the video is for the brakes. I believe the F and the S letters are for front and side collision. Could the L be for lights?

Read the upper left hand corner of the video: L is lights/sirens. K is brakes. F/S are for airbag deployments, I think. Cop was running lights/sirens to the call. While the driver of the sedan failed to yield, he was driving too fast for conditions. 20 years in public safety taught me two things: Go home EVERY night, in the same condition you came to work in, and ALWAYS slow down at intersections. That said, it'll depend on the law in Minnesota as to who was at fault here. Some states mandate yielding to emergency vehicles running lights/sirens, and if that includes Minnesota, then the driver of the sedan is at fault. If the police department policy states that the officer driving sets the safe speed at which his or her patrol vehicle is to be operated at in emergency conditions (which many do), then again, the officer would not be in the wrong. Lotta variables, but in my humble opinion, he shouldn't have been headed into that intersection at any more than +5mph than the posted speed for that roadway.

The attention whore jumper should be held liable for ensuing damages, at least in part.
