They shot him cause he was out of control. They thought, Ok lets take him out before he causes some serious problems!

Dude probably went for a gun but I can't tell cause the person recording moved camera out of the view. He was irate and probably not complying with cops. But they blasted that fool so they must've seen him escalate and become dangerous. I don't like street vendors, they're usually dirty insanitary and have no concept of cross contam

A trader, who owns a kiosk on Iracema beach, in Fortaleza (CE), got angry during an inspection by the Municipal Guard and was hit by rubber bullets fired by agents.

Alcoholic beverages in glass bottles were seized for not being sold in the area. The kiosk was interdicted and the trader taken to the police station and then released.
