Officer Fernando Ruiz Shoots Driver Near 2100 W. Adams
On August 12, 2022, around 3 p.m., Chicago police officers were watching POD camera 7862W near 2100 W. Adams. Officers saw people outside with rifles, drum magazines, and handguns. They also saw one individual holding a handgun before putting it in his back right pocket. Officers working Beats 1163A and 1162D responded for an investigatory stop. Around 3:12 p.m., they arrived in two unmarked police vehicles. Officer Fernando Ruiz got out of the back passenger side of one unmarked vehicle and approached the driver's side of a Pontiac Grand Prix. The individual was sitting in the driver's seat. As Ruiz approached, the driver leaned back and appeared to reach toward the passenger side of the car. As the driver turned back toward the driver's side, Ruiz fired one round, then 10 more rounds, striking him five times. Officers gave aid and called for an ambulance. Administrative allegations were later brought that Ruiz failed to timely activate his body-worn camera, fired at or in the direction of the driver without justification, and fired when an individual was not clearly visible. Officers Baciu, Venegas, Geary, and Alexander also faced allegations that they failed to timely activate their body-worn cameras. Listen to the 911 calls and dispatch audio for this incident here.
