They controled it. They can only benefit from blowing it up, where as Ukraine can only lose by blowing it up.
This is a huge monkeywrench thrown into the Ukraine counter offensive and i bet they will now scramble to re-design their offensive strategies.

Ukraine would not shoot themselves in the foot by blowing up the dam as it would, as we have seen by the destruction, hinder the offensive by creating an obstacle that would not only be a hindrance for the offensive, but it would also give the orc's a bit more time to regroup all the while the orcs play the blame game.

One thing is for sure though, it won't stop Ukraine from ridding these genocidal mother fuckers from their lands, it will only delay it.
