The video of the incident, in particular, was published by the telegram channels Baza and All Ulan-Ude. Reportedly, footage of the shootout was filmed as early as July 26. The TASS agency, citing the press service of the regional Ministry of Internal Affairs, reported that the security forces used service weapons to detain illegal jade miners in the Okinsky district of Buryatia. Footage captured on the chest camera of one of the police officers shows him firing a full horn of bullets over the heads of a group of men. After that, he runs back behind the hillock and reloads the machine gun. At this time, single shots are heard behind the scenes, but it is not clear who is shooting. Then the police officer with the camera returns to the group of men, among whom there is at least one mounted man. “These are the police, everyone stay where they are, we dismount from the horses, everyone lay down on the ground, I will shoot,” the policeman shouts. “Go to Ukraine, you can shoot there,” a man on horseback answers him. The men did not comply with the demand to lie down on the ground, at some point one of them tried to get behind the wheel of an ATV. The security officer prevented him from doing this, a scuffle ensued, during which the policeman shot the man at least twice. This video breaks off. “In total, the police detained 30 men aged 17 to 42 who were illegally in the territory of the jade deposit. All of them are residents of villages and uluses of the Okinsky district of Buryatia. 8 ATVs and more than 80 kilograms of illegally mined jade were seized from the scene of the incident, ”the regional Ministry of Internal Affairs said in a statement. They also reported that a local resident, who was wounded by a policeman, was hospitalized. 24 detainees were arrested under the article on disobedience to a police officer for periods ranging from five to ten days. Criminal cases were opened against five participants in the incident on the use of life-threatening violence against a police officer (Part 2 of Article 318 of the Criminal Code of the Russian Federation). They face up to ten years in prison.

No wonder they steal as they're one of the poorest people in Russia. Female relatives of mobilised Russian soldiers from Buryatia in Siberia have appealed to Vladimir Putin for help after their requests to find out what has happened to their men were met with 'complete indifference' from the Russian military. The “Free Buryatia Foundation” has published an update on the casualties in Ukraine delineated by their region of origin within the Russian empire. The Republic of Tuva, from which Defense Minister Shoigu originates, tops the list at 57.4 deceased per 100,000 population, with Buryatia just behind at 55.6. Moscow region’s rank is dead last on the list at 0.9, less than 1 per 100,000, sixty times lower than Tuva. These statistics reflect two policies, one of the federal conscription apparatus and one internal to the army itself. The first is the economic disadvantage in Buryatia and other regions of Russia that are distant from Moscow, which makes forced conscription much easier. Many Russians are given an exception from mandatory service if they meet certain income requirements — a policy that has always unofficially existed in every country that has a draft, but Moscow has made it official and said the quiet part out loud. The second factor is the use of troops on the battlefield. Poor people who are not “ethnically Russian” are far more likely to be sent to defend trenches or take other high-risk positions. At the same time, the so-called “ethnic Russians” are given jobs in supply or other logistics positions that reduce their likelihood of death. Analysis of the tiny percentage of Russian dead who have been publically acknowledged found that eighty percent were not “ethnic Russians” based on their first and last names, despite “ethnic Russians” making up seventy percent of the population of Russia. On September 2, there was a limited confrontation between Russian police and locals in Buryatia who were “illegally” mining for jade that they then sold to the Chinese. After news broke of the wave of mobilization that claimed thousands of Buryatians in September 2022, many residents fled to Mongolia to join their ethnic brothers and sisters. “It is not a partial mobilization,” Garmazhapova said at the time, “in Buryatia, it is full mobilization.” |
