Because Hamas is a terrorist organization. Now they cry for amnesty. The only amnesty Palestine will get is a total destruction of their territory and people. Hamas didn't discriminate, so neither will Israel.

Cause fires to destroy infrastructure + materiel and ordinance. The burning phosphorous/magnesium can also make a smokescreen for nearby friendly forces. In open country it will burn up vegetation, so no one can hide there.
