Fresh Killer on the Loose
I obtained a document of a coded message that nobody has cracked yet of a new Killer who left behind this coded message. A friend of mine obtained it and told me to help crack the code. Maybe someone out there can crack this message and help catch this new killer. Yes I know it looks like it was made with photoshop or something. Its possible this killer used multiple different coding methods that we have determined as just one doesn't make sense. Feel free to move this post anywhere else to help get this puzzle solved.

To be honest I really dont know. The only information I have came from a friend of mine who got it from her Uncle who also happens to be a CIA agent. We were told by him to try to solve the puzzle and I made sure when asked it was real and not from a game as it appears to be.
