If Captain Lobach was the pilot in command, why isn’t she communicating with ATC? The voice responding as PAT25, confirming they have the CRJ in sight and requesting visual separation, is male.

Typically, in a two-pilot scenario, one pilot is flying and the other pilot is monitoring. The "monitoring" role includes making radio calls. The flight was a "check ride" where the performance of Lobach, as PIC, was being assessed (checked). The instructor (check airman) was the other pilot, the male. Technically, as PIC, Lobach bears responsibility for the flight. But IMO since there was a more experienced (instructor) pilot in the other seat, and especially if that person was in a monitoring role, some responsibility lies there also. Ultimately I think the Army bears responsibility for training these pilots, allowing them to operate in that way, for allowing night low-level helo operations in a congested urban environment (possible with NVGs) and allowing their helos to fly so close to the approach path of a busy airport under those circumstances. |
