The localizer array for an ILS is always located at the departure end of the specific Runway. Most major airports have an ILS in both directions so there will be a localizer array at each end of the runway. Whats unusual in the situation is that it is built on top of a mound.

The main hydraulic pumps are driven by the engines, so if they lost both engines upon final approach due to multiple bird strikes, the pilots would have had to switch to backup electric hydraulic pumps, all while keeping the jet airborne, restarting engines, carving another approach, and lowering the landing gear.

Due to no flaps or gear, the plane did a high-speed gear-up landing, and that creates a ground turbulence effect that floats the plane and prevents it from digging into the tarmac, similar to hydroplaning a car on wet asphalt.

Once you're on final approach (3ish miles out) the landing gear should already be down.
