Muscle contraction of the epaxial and hypaxial musculature still attached to the remnant spinal column and occipital part of the skull can produce such movements. They didn't sever the neck at the level of the foramen magnum, they actually left much of the neck and cervical vertebrae intact.

I don't think this is real, the way a dog's muscles are laid out would make it difficult for it to raise it's head, with no musculature going beyond the neck.

It's also blatantly suspicious that they don't show the business end of the machine. If it works, there isn't really much reason to obscure it from view, is there? The potential gore factor is no excuse, if it's science.
While I don't think it's impossible to keep a head alive and so on, I still doubt the validity of this video.
