It was prolly a male eating some other bears cubs. Bears, and lions do this all the time. They want their own bloodlines, eliminate other bears,,hungry etc.

You'll find if you did a bit more research this is mans fault.
We are changing this planet at an irreversible rate.
Changing the climate which leads to fewer survival resources which lead to the change in migration patterns.
Often each year the mother would cover enormous distances after hibernation to locate food but if she has deferred off her migration pattern or her food source has been disrupted by mans impact this is the result.
This happening all the time and not just with polar bears.

The males kill the offspring of other males whenever they get the chance..... Just like lions or tigers...... It eliminates future competition.
