FBI File on Luis Posada Carriles

These FBI records concern a 1964 neutrality and internal-security inquiry into the military training of Cuban men at a remote site in central Florida. The Tampa and Miami field offices exchanged airtels and prepared a confidential letterhead memorandum after reports of a camp, men in fatigue clothing, weapons practice, and commando-style instruction. The Justice Department directed the FBI to investigate possible violations of 18 U.S.C. Section 960, which prohibits organizing or assisting a foreign military expedition from the United States against a country at peace with the United States. The released material includes May and June 1964 field-office communications, a Justice Department memorandum, source reporting, and a newspaper account describing the alleged camp and its anti-Castro purpose. Several pages and source-identifying details were withheld under privacy and national-security exemptions.
