I almost think the Secret Service agents there may have been in on this. This could have been any president and it doesn't seem like a sophisticated assassination plot from what we have now. Some guy outside of the perimeter climb a building with a rifle, while people told both police and Secret Service, and then anywhere from 2-5 minutes later shot the former president of the United States.

People screaming "he has a gun" will create movement for the ground agents, but "he has a gun" could be just about anyone anywhere in the general vicinity. If they had screamed "he has a rifle on the polebarn west of the stage" there would be a much faster response, but our brains don't work that way unless trained well under pressure. So, we got the "bird coo alarm" and then the ground agents relayed what they just heard to the sniper team. Remember the pole barn was almost 200 yards away. That's two football fields AND the speakers hooked up to Trump's microphone were very loud. Add all of this up and I think it's more of an anomaly that Trump survived. Everything lined up perfect for the shooter except that people saw him before he was ready to fire so he rushed his shots and missed. If anything, the real faliure was in how the secret service decided to cover the event from a strategic position. They picked a strategy that had few weaknesses, but seeing the full view of the pole barn roof was one of the weaknesses.
