Did it occur to you that this person was not the only, or even the first, person to warn law enforcement that there was a gunman on the roof?

Have you seen the videos showing members of the public shouting "he's got a gun!" before the first shots were fired?

If law enforcement already knew about the gunman, why would they pay any attention to maybe dozens of other people warning them about the same thing? The focus at that point would be on stopping the threat, not listening to other people reporting information they already had.

Have you seen the video of the snipers that had pointed their weapons in the direction of the shooter before any shots were fired? Doesn't look like an ignored threat to me.
