If you watch the video of people shouting "he has a gun!" then you'd realize a third option: Timing. They didn't have time to react and communicate the location to the sniper team in time.. Humans operate slowly..

I'm not saying this was staged, but you not considering that
1. he is the type of candidate who could realistically attempt such a thing (this was the point)
2. it could be staged without ever firing an actual bullet (you're clearly not creative and have a limited way of thinking)

I think the local's message got through to SS. This shooting could have been a lot worse if the SS snipers didn't already have their rifles trained on that pole barn. I think the snipers were scanning but did not locate the shooter in time.

I can see SS deploying drones in the future to address this situation.
