My deaf brother once did that  He had no money and my mum said if he mows the garden she'll give him £20. The mower broke (no idea why) so he went indoors got the huge decorating scissors and cut the whole back garden with them  I was highly impressed lol |

There is a ton of crap work they could have inmates doing instead of sitting on their butts. Litter clean up would be a great idea, gathering cigarette butts...anything!
