It's culture. The richest kids with the best parents can become scum if they're absorbed into the wrong culture. Unfortunately, African American culture is in such a state that it will continue to churn out walking abortions into the foreseeable future.

White people can't fix it - to influence a cultural shift, it would require a massive effort from inside the black community. Race baiters like Sharpton and the liberal media/ public liberal education system have made careers of making sure that never happens. They do this by propagating the 'whitey is the evil oppressor' ideologies to relieve African Americans of perceived responsibility for their own condition.

In some places, security guards and policemen are required to wear chest cams to record everything they do on the job. This helps prevent abuse of power among other things.
