The 911 call came in at 7:59 a.m. on July 29, 2023, for an unwanted individual at a multifamily residence on Amity Street in Elizabeth. Elizabeth police officers arrived at about 8:04 a.m.

When officers entered and walked to the rear of the home, two males were attempting to restrain Estiben Alegria-Hurtado, 42. As officers approached, Alegria-Hurtado, who had a knife and was near a female, either broke free or was let go by the males. He grabbed the woman by her hair and raised the knife above his shoulder.

At 8:05 a.m., Officer Steven Lazo fired once, striking Alegria-Hurtado in the chest. A knife was recovered near him.

Officers rendered aid, and Alegria-Hurtado was taken to University Hospital in Newark. He was pronounced deceased at 11:26 p.m. on July 30. A state grand jury later voted no bill, and no criminal charges were filed against Officer Steven Lazo.
