On July 29, 2023, at 7:59 a.m., Elizabeth police officers responded to a 911 call about an unwanted person at a multifamily residence on Amity Street in Elizabeth, New Jersey.

Officers arrived at about 8:04 a.m. and went to the rear of the home. Two men were trying to restrain Estiben Alegria-Hurtado, 42. As officers approached, Alegria-Hurtado, who had a knife and was close to a woman, either broke free or was let go. He grabbed the woman by her hair and raised the knife above his shoulder.

At 8:05 a.m., Officer Steven Lazo fired once, striking Alegria-Hurtado in the chest. A knife was recovered near him. Officers rendered aid, and Alegria-Hurtado was taken to University Hospital in Newark.

Alegria-Hurtado was pronounced dead at 11:26 p.m. on July 30. A state grand jury later voted not to file criminal charges against Officer Lazo.
