I think the law states somewhere, "proceed when it is safe to do so...." Refering to the biker, doesn't matter if the light is green.

Biker was plainly at fault. He wanted to "BUZZ" the traffic at the next intersection to show them he was angry and wound up striking a car that was clearly visible.
