The other motorcycle blocked his path to pass on the right, maybe he didn't want to go on the sidewalk. After impact here comes a guy riding into frame already on the sidewalk. Whether allowed on the sidewalk or not I'd choose ANY option that will avoid the outcome he had.
I don't think everyone knows about brakes. Neat feature of most vehicles, those brakes.
