If they were going to start CPR, they should've just removed the top. Need to have the patient topless to attach the AED pads, or to attach the pads for the LifePak.

Looks like she drowned, or was murdered and the murderer made it look like she drowned, in any event CPR would have made a difference, maybe.  |
