Maybe by accident, but didn't you see them pull her tiny dress down to keep her privates covered and they tried to keep her boobs covered too. Maybe they don't know cpr. |

At least they were trying to cover the poor thing up a bit and checked her pulse... Hopefully someone called for help or tried CPR at some point.  |
