No, because in most places in the world a "mercy killing" like what you are speaking of would get you life in prison. You shoot to end the threat, and get to safety. You walk up and put 1 last round in his head, you're done.

Yeah, I'm sure the cop wanted to get life in prison. I don't know of anywhere in the world that allows you to shoot someone when they are down and defenseless on the ground...they call that murder.

All I could get from that video, was absolute panic and anxiety from the kid who got shot. Eww. Iron salty taste spewing from his mouth. I'm sure in those moments he was wishing he never would have tried to rob someone. Looks painful.
