The only place I know where pedestrians have the right of way all the time, is on military bases. Where the vehicle has to stop for everyone crossing the roadway. And you can’t exactly speed like a maniac on base, so the majority of the time, vehicles are driving the speed limit or less.
Not the same outside of bases. Pedestrians do not have the right of way. Yield but stay alert, to the vehicles unless it’s at a traffic light thing crosswalk.

But in Russia they have it that pedestrians have the right of way, and it makes no sense. I have watched many of their vids capturing trucks and cars unable to brake/stop in time before hitting those on the crosswalk.
I've actually got a couple crosswalks around me that dont have lights but do have signs that require drivers to yield to any pedestrians but the drivers dont always stop. I've seen people cross the street without bothering to look around and I shake my head everytime.

Just because the sign says all cars yield to peds doesnt mean they will... I dont have nearly enough faith in people to trust others as a pedestrian lol.

The cops love chilling there, and the speed limit keeps getting lowered and they even recently put radar there as well but I still wouldnt trust people.

They couldn't be seen by the guy in the red car due to the stopped car, I think. I was at first thinking this was a stop light, but saw it wasn't on replay. But then, the red car guy should have seen the other car stopped and realized why he had (stopped).
