I do believe the 10/80/10 rule applies to police as it does to any other section of society. But I did want to point something out. The media LOVES to question police actions, stir the pot. It's out there for the world to see. I assume guys like the one who got shot in this video might have tuned in to CNN once in a while. Don't you think at some point people who encounter law enforcement might ask themselves if perhaps they are dealing with the lower 10% segment and stop fighting, running and just have their day in court? Or is that asking for a level of thinking some people just aren't capable of?

Felony kidnapping and fleeing to elude, definitely could warrant deadly force depending on the situation. I would have tried getting to the shifter or shutting off the engine first but hindsight is always 20/20...
