He got shot that many times for not even moving, how many would it have have been if he started to pull a empty hand out of the bag? He was screwed either way.

I don't know how US train their cops. There are so many running cars behind the suspect (the line of fire) and they just fire without consider "what if I fire slightly higher?". To them, it could be "non of my concern, I am just doing my job."
