It's not a matter of the officers' logic, it's standard procedure. Anyone who is under arrest MUST be handcuffed, with both hands behind their back. Even if they've been tased, pepper sprayed or shot. Matter of fact, in most states the law says you have to place a subject in handcuffs once [he] is placed under arrest.
