I'm not surprised. Some (or alot?) of South American countries were sympathetic to Nazism and even gave war criminals shelter from Soviet reprisals or Western Justice if they could get to countries like Argentina, Chile or Brazil. Of course, the ISS (Israeli secret service) was able to abduct some of the war criminals and get them out of those countries harboring them, to have them tried in International courts or in Israel itself.
