That's because there is nothing to be done and it's not exclusively an American thing. That's like trying to put a stop to car wrecks. There are too many cars on the road for it to not happen. With the amount of people there are and sick people at that, it's just a statistical likelihood that it's bound to happen sooner or later. The only way to 100 percent prevent this is to have 24 hour surveillance on everyone every day. Stop living in LA LA land thinking that a bill or law will deter these criminals as if laws aren't broken. Laws don't prevent bad things from happening.

The cops were performing proven zone clearing tactics for maximum hostage safety a fluid situation. Sheltering people's feelings is not on the top of the list when the mission is neutralizing the bad guys and saving innocent's lives.
