He probably was wrong from what I can tell. But he was also right. He believed the officers speaking with the man were putting themselves at risk. So he wrongly took control of the situation. But he was right when he told the other officer that he could shoot you.

Because the guy has a gun and is threatening to kill himself. And people are stupid enough to believe he was harmless. If he would kill himself most likely he's not too concerned about killing somebody else.
