He probably was wrong from what I can tell. But he was also right. He believed the officers speaking with the man were putting themselves at risk. So he wrongly took control of the situation. But he was right when he told the other officer that he could shoot you.

Because the guy has a gun and is threatening to kill himself. And people are stupid enough to believe he was harmless. If he would kill himself most likely he's not too concerned about killing somebody else.

When I saw the mugshots of the cops AND the paramedics that killed that nice kid Elijah McClain, I thought they looked more like meth-addicts that we might see working as roofers or asphalt pavers or something. For those of you that dont know, Elijah McClain was a 20 year old kid that would play violin for the cats at the shelter so they werent lonely. The cops saw him walking home one night and choked him unconscious. He literally was the nicest kid anyone ever met and had never hurt a fly. The paramedics that showed up to help the unconscious Elijah decided the best thing to do was inject him with Ketamine to sedate him because he "might be a threat". If you wanna see what true inbreds look like, look at the cops' and paramedics' mugshots.
Thankfully, 3 years later they've finally been charged.

This is more than likely how it was released by the PD who shared it, "out of respect for the deceased". It's pretty common to see the video freeze up when the action starts. :(
