Unlike what movies and video games make you think, water is a pretty poor conductive, only slightly better than wood or ground.

The first kid was underwater when he got shocked. Probably seized-up instantly, while underwater. It's possible that he gulped in water in that same instant. 2nd kid wasn't submerged and could jerk away. The path of current flow didn't go through his heart or brain either. |

Fresh water isn’t a conductor of electricity. Salt water is. Hence, if that is a fresh water fountain the water itself wouldn’t have carried an electrical charge. Those bulbs are probably 120vac and he kicked and broke one when he jumped in. He froze to it and couldn’t break himself off it, which is a bad spot to be when you’re under water.
