That actually looks rather survivable. Clean cut, little to no crushing, arteriospasm clamping those severed arteries shut minimising the blood loss. The constriction will start to go away as time goes on, hence why it would be extremely important to scoop him up into an ambulance, slap on some pressure dressings and 2 tourniquets if there's enough flesh and grip on the stumps, a shot of morphine and get him to surgery. If something starts squirting in the ambo, try to clamp the artery with a hemostat
