I can't blame the guards for staying back.

They aren't getting paid enough to end their shift dead or seriously injured.

Plus, they are way too restricted as to how to handle the animals inside.

They have had their hands tied to the point that they - wisely - do nothing.

If you do nothing, the animals will kill each other.

If you try to do something, you will get killed or seriously injured or get into legal trouble...and the animals will still kill each other.
