Not an expert here, but I would have to say (by body language alone) that he had it in his head all along to kill her... probably was going to kill everyone in there if they hadnt all bolted when he stared to shoot her. Oh, and I would also not be suprised if the chick in the chare that was getting her hair done got hit to... she passed right between the victum and the wall that she landed on.
