Looks like some kind of custom built piece of junk made of cheap planks. Proper construction scaffolding looks almost like a metal cage with multiple levels and even stairs. The floor pieces tend to have grating and holes so that they don't get slippery. If it was a badly assembled proper scaffolding, then there should be metal rods and platings scattered everywhere. All I see is thin wooden planks.
This is called “Board and Bracket”. It’s basically triangle brackets with clips they are hung onto, and planks to step on. This is an old school method. They are outlawed in the industry I’m in for good reason. Extremely sketchy system.

They were putting the first course of brick veneer on that floor judging by the green mortar net laying around them.

There are four continents that have countries in which Castellano is the official national language. The man speaking Castellano in the video had a Central American accent. He was not Mexican. The others who know for sure.
