I worked in an inner city area and would see very young kids out on the streets all the time. Absent, disinterested, maybe drugged out parent(s). Kids don't have half a chance.

Kid seemed too young to even learn how to cross the street. Parents/babysitter should have been more vigilant however. Still tragic.
