People will steal if they feel the need to steal. Punishment won't change that. Only if environmental conditions improve will peoples behaviour change.

That's simply not true. Many people have a compulsion and/or other mental pathology. They will steal as long as they are able to steal. Punishment will not stop those that have a greater impulse to steal than the fear of consequences will continue to steal. Punishment will stop some people because the fear of consequences is greater than any impulse to steal. So...there are a certain number of people that couldn't be dissuaded wandering around with amputated hands to serve as examples/warnings to others that can be dissuaded. Once the criminal pathologies are in place, there is nothing at all to do with environmental conditions. (Other than those which gave rise to the criminal pathologies. And those happen in the home in childhood.) |

Where do you think that compulsion comes from? You could simply kill everyone who gets caught stealing. But that would not end stealing. People would still steal if their environment or what they've been conditioned to do from their environment pushes them to do such things. Those put off due to possible punishments are being influenced by that part of their environmental conditioning. |
